Greater involvement of citizens in the decision-making process to protect against man-made disasters

Project background

An emergency preparedness plan is a key tool of emergency prevention. It has to define clearly all the measures needed for an effective emergency response. It has to identify the roles and responsibilities of all the parties concerned, including the general public. It should indicate the level of co-ordination among the parties, as well as the lines of communication and the means of obtaining the necessary technical, medical information and knowledge.

During the first stage of the project, the best international and national experience of emergency planning in case of man-made disasters, with a focus on public information and involvement in decision-making, taking into account special measures for people with disabilities, children, the elderly, tourists, migrants and other groups of population were collected and analysed.

From there, recommendations for Emergency Plans in case of disasters have been developed and distributed to participating countries together with booklets, websites, pocket books and other documents containing basic knowledge and how to react in the event of emergency. A questionnaire on involvement of citizens in the decision-making process to protect people against disasters has also been developed, distributed to partners and responses have been collected and analysed.

Collection and analysis of best international experience of emergency planning in the case of man-made disasters, with a focus on public information and involvement, taking into account special measures for people with disabilities.

Expected results year 2

  • Development of recommendations for Emergency Plans in the case of man-made disaster, regarding public information and involvement, taking into account special measures for people with disabilities

  • Distribution of the above recommendations to participating countries together with booklets, websites, pocket books and other documents containing basic knowledge and how to react in the event of emergency
