Greater involvement of citizens in the decision-making process to protect against disasters – joint emergency planning

Project background

In 2014, EUR-OPA has launched a project aiming to enhance the role of the public in preventing and responding to emergencies. A first phase analysed in some member-states how the population was informed about the nature of the emergency, their regional distribution, what they have to know for prevention of emergencies and what to do in case of emergency. Various tools (such as the Internet, brochures, and information campaigns) to increase public awareness and participation in prevention and response to emergencies were considered. All the project participants concluded that it is necessary to increase awareness and participation of population in the emergency prevention and response. It is necessary to develop a variety of advanced tools for this purpose, such as the Internet and a systematic approach to public participation in emergency management. The basis for this should be emergency (contingency) plans for population that will contain information about the nature of emergencies, their prevalence in the region, methods of disaster prevention, response, etc.

Project implementation

European Centre of Technological Safety - Ukraine :

The global aim of this project was to develop the structure of an Emergency Plan for the prevention, preparedness, response, and rehabilitation in the case of some main emergencies and for informing the population about hazards and protective measures in case of emergencies. The Emergency Plan will define all main risks, key techniques, components, tools and procedures for better protection and effective collaboration of all stakeholders involved in disaster risk reduction.

This Emergency Plan is open for general public and all stakeholders involved in better protection of the population from disasters. It shows to people what they have to do to protect themselves and what governments are actually doing to improve their protection. The developing of such plan should be transparent, open for contribution of all citizen of your country.

Most significant achievements

European Centre of Technological Safety - Ukraine :
Elaboration of a Structure of Emergency plan for the prevention, preparedness, response, and rehabilitation in the case of some main emergencies (in English and Russian) after analysis of the answers of different stakeholders in Ukraine interesting in enhancement of emergency management (national authorities, scientists, students and representatives of public organisation)
European Interregional Scientific and Educational Centre on Major Risk Management - Ukraine :
  • Evaluation of the draft emergency plan

  • Propositions to support, complement and strengthen the "Emergency Plan Structure"

  • Analysis on the development of emergency plans in Armenia at national, regional and local levels

  • Development of concrete recommendations for people with disabilities and children, a Family Plan, a Neighborhood Plan on disaster risk reduction and emergency management


European Center for Disaster Medicine - Ukraine :

The San Marino Hospital General Manager discussed all aspects of a local emergency plan in order to be prepared to respond to all types of medical and non-medical emergencies.

The earthquake that occurred in central Italy at the end of August 2016 strongly stimulated the updating and strengthening of San Marino's emergency plan exposed to seismic risks. The discussion for a new shared emergency plan was led by all civil society actors potentially involved in disaster preparedness and response.
