Methodology for the creation of a complex emergency alerting system
Project background
The global aim of this project was to collect information
about existing alert systems at different levels (local, municipal, regional, federal)
in the Agreement member-States and carry out a comparative study.
Most significant achievements
European Center for New Technologies of Risk Management - Russian Federation :
Existing practices regarding alert systems at the municipal
level were collected (from Russia, Ukraine and Azerbaijan). It showed that alert
systems in these countries are more or less the same based on the former Soviet
systems with the same problems and defaults, requiring modernization and
upgrading. Proposals were developed to create complex emergency alert systems
based on the results obtained. Further work will include continue gathering
best practices in the West and Southern Europe, to make a comprehensive study,
analyses with further recommendations and methodology.
